1.只要闖過這個關(guān)口，中國經(jīng)濟(jì)就一定能夠浴火重生、再創(chuàng)輝煌。

2.我們不搞“大水漫灌”式的強(qiáng)刺激，而是持續(xù)推動結(jié)構(gòu)性改革。

談財政

5.財政收入增長雖放緩，但該給群眾辦的實(shí)事一件也不能少。
Growthingovernmentrevenueisslowing,butwhenitcomestogettingthingsdoneforthewelfareofthepeople,wemustn'tdropasinglething.

6.創(chuàng)新財政支出方式，優(yōu)化財政支出結(jié)構(gòu)，該保的一定要保住，該減的一定要減下來。
Wewilldevelopnewwaysforgovernmentfundstobespentandimprovethegovernmentspendingmixtoensurethatallessentialitemsreceivesufficientfunding,whilenon-essentialitemsarecut.

7.各級政府要堅持過緊日子，把每一筆錢都花在明處、用在實(shí)處。

8.扶貧脫貧是硬任務(wù)，各級政府已經(jīng)立下軍令狀，必須按時保質(zhì)保量完成。

9.新修訂的環(huán)境保護(hù)法必須嚴(yán)格執(zhí)行，對超排偷排者必須嚴(yán)厲打擊，對姑息縱容者必須嚴(yán)肅追究。
WemustensurethatthenewlyrevisedEnvironmentalProtectionLawisstrictlyenforced,thatthosewhoemitpollutantsbeyondthelimitallowedbytheirpermitorwithoutapermitareseverelypunished,andthatthosewhoknowinglyallowsuchviolationsareheldtoaccount.

10.我們要持之以恒，建設(shè)天藍(lán)、地綠、水清的美麗中國。

談發(fā)展

11.困難和挑戰(zhàn)并不可怕。中國的發(fā)展從來都是在應(yīng)對挑戰(zhàn)中前進(jìn)的，沒有過不去的坎。
Wewillnotbedauntedbytheseproblemsandchallenges.Chinahasfromthestartbeendevelopingwhilerespondingtochallenges;thereisnodifficultywecannotgetbeyond.

12.發(fā)展的不竭力量蘊(yùn)藏在人民群眾之中。9億多勞動力、1億多受過高等教育和有專業(yè)技能的人才，是我們最大的資源和優(yōu)勢。
Itisthepeoplewhoaretheinexhaustiblesourceofpowerthatdrivesdevelopment.Aworkforceofover900million,ofwhomover100millionhavereceivedhighereducationorareprofessionallytrained,thisisourgreatestresourceandstrength.

13.生命高于一切，安全重于泰山。

談執(zhí)政

14.健全督查問責(zé)機(jī)制，堅決整肅慵政懶政怠政行為，決不允許占著位子不干事。
Wewillimproveoversightandaccountabilitysystems,rootoutincompetence,inertia,andnegligence,andshowzerotolerancetoforthosewhoareonthegovernmentpayrollbutdonotperformtheirduties.

15.始終以民之所望為施政所向
Thewishesofthepeopleshouldalwaysdeterminetheaimofourgovernance.

Withthepeopleinmind,wewillstreamlineadministration.

17.為政之道，民生為本。我們要念之再三、銘之肺腑，多謀民生之利，多解民生之憂。
Thebestformofgovernanceisthatwhichputspeople’swellbeingfirst.Wemustneverlosesightofthisanddomoretoimprovethelivesofourpeopleandaddresstheirconcerns.

18.重任千鈞惟擔(dān)當(dāng)。

19.恪盡職守、夙夜在公，主動作為、善謀勇為。
Governmentworkersmusttakeanactiveapproachtotheirwork,carryouteffectiveplanninganddecisiveimplementation,fulfillalltheirduties,andworktirelesslyinserviceofthepublic.

20.大力推行“互聯(lián)網(wǎng)+政務(wù)服務(wù)”，實(shí)現(xiàn)部門間數(shù)據(jù)共享，讓居民和企業(yè)少跑腿、好辦事、不添堵。簡除煩苛，禁察非法，使人民群眾有更平等的機(jī)會和更大的創(chuàng)造空間。
